I just got a Huion 16 pen tablet and could not get the painting area sync'ed up even though everything worked fine for the menus, etc. The painting was consistently down and to the right of the pen. The issue was my display settings. The Scale and Layout was set to 150% when it needed to be 100%.
Right click on the Desktop: Display.
Click on the monitor number for that pen tablet. (Use the identify button to figure out which display is the pen tablet, if need be.)
Select that display and the Scale and Layout setting will be the third option below.
Hopefully this will keep someone else from wasting a bunch of time trying different pen settings, redownloading/reinstalling, etc.
