So far as I can see the answer is Yes. You wish to copy the contents of Layer 11 into Layer 12. Close all layers. Open layer 11, Select what you wish, Copy. Close Layer 11. Open Layer 12, Paste. Layer 13 appears above Layer 12. Merge. Delete Layer 12. Rename Layer 13 to Layer 12 if you wish. Alternatively - merge Layers 11 and 12 as above and export as a TIFF. Close your file without saving, reopen and import your TIFF as a new layer to be named a as you please. I also reload Ribelle as a further precaution. Be careful how you export TIFFS. Whether or not a background is necessary is important i.e. are you exporting a transparent layer? To reform exports as B&W stencils requires a white background. Hope this helps. I may have confused the order of things but I do know it is possible to merge layers in this excellent program. Just don't expect Photoshop Levels performance. Why should we - it's a fraction of the price? Checkout the extraordinary (free) Photoshop clone in a browser called Photopea. You can carry out layers manipulation there for nothing. They say it's legal.

@Plasticpaddy Did you know that you can convert a Selection in a Stencil ? Via "Create Stencil from Selection" in the Stencil Tool Box Menu. Unfortunalty there is no Stencil to Selection. But you could overpaint the Stencil e.g. with Black and select this with the Magic Wand Tool to get your Selection back ? Would not help for everthing, but for not so complicated Shapes its maybe fine enough. And this way you can bring your Selection/Stencil where ever you want them and also save them as a Stencil.

Hi @Plasticpaddy, to copy a selection of a layer to another layer is easy in Rebelle. Just navigate to a layer where you have an active selection. Copy the content of the selection by hitting Ctrl + C (Cmd + C on macOS). Then hit Ctrl + V (Cmd + v on macOS) - a new layer with the content of the selection will be created automatically. As @MSP10 suggested, merge this layer with the layer you wish. You do not need to hide any layers before copying - the 'copy' action will take place on the currently selected layer. If you don't have any selection on the active layer, by hitting Ctrl + C you will copy the whole layer and by Ctrl + V a duplicate of that layer will be created as a separate layer. You can access the Cut / Copy / Paste commands also via the Edit menu.
