Have default as Normal instead of lighten or darken?

Would it be possible to have the default setting for brushes as Normal please?   Most of them seem to be lighten

yes, this is already possible - just deselect "Use Blending from Brush" in Brushes panel menu:

If you set "Normal" blending mode in the Properties panel (on the left), then all brushes you select will use this blending mode instead of their default blending mode.

You can do this also with the palette - deselecting "Use Palette from Brush" will enable you to use brushes with the color palette currently selected in the Palette panel.
